This programme owned the layer that made it possible: field communications out to a thousand-plus roadside cabinets, transport that stayed up when segments did not, and central management platforms able to receive and act on what the roadside sent back.
It sits on the municipal fibre plant, and everything else in the transportation portfolio — preemption, vehicle location, detection, parking — sits on it.
