Designed the City of Jacksonville’s public records request methodology end to end: intake across the citizen service line, the public information office and city staff; triage on whether a request is genuinely a public record and genuinely an IT matter; feasibility assessment; cost estimation and invoicing for the extraction effort the law permits recovering; an approval gate before any data is gathered; and validation before release, with a documented denial path and the requester’s right to narrow and resubmit.
Records law does not care how hard a request is to fulfil, so the process had to make production repeatable rather than heroic.
