Florida public records law made retention schedules, disclosure exemptions, legal hold and defensible disposition statutory obligations rather than internal policy, which meant the classification scheme had to survive a court rather than an audit.

Chain of custody was designed into the architecture rather than into procedure — most explicitly in the Medical Examiner’s Office integration, where a forensic case moving between nine federated subsystems had to remain provably intact.
