The approach was carried to the City of Jacksonville, where it ran as the enterprise change management standard for years before being succeeded by the Computer Associates platform. The city eventually bought a commercial tool to do what the process already defined.
Outcome
The process was proven first and a commercial product fitted to it years later, which is the right order.
