First Coast Radio System

Regional shared public safety radio across three system generations — original, retrofit, and full P25 replacement.

The shared regional public safety network carrying JEA, the municipal utility, together with every public safety agency in the region.

Taken from the original system through retrofit onto newer technology and ultimately a full replacement on the Motorola P25 platform, including master site relocation, backup site and multiprotocol capability, and site expansion.

Tower and site design, RF propagation and multipath analysis and disaster recovery were all owned here, with coverage modelled in EDX Wireless and validated in the field. Coverage is not a map exercise: reflections off buildings, terrain and water put nulls exactly where a responder does not expect one, and the failure mode is a firefighter inside a structure whose radio does not reach anybody.

The work began under contract to JEA while at Coleman Technologies and continued for the following two decades at the city.

Outcome

Two decades of continuous ownership of infrastructure that gets replaced roughly once a generation.
