IT Cost Modelling and Chargeback for Local Government

Conference presentations to Florida jurisdictions on moving from pooled cost allocated by PC count to consumption-based chargeback.

Presented at FLGISA — the Florida Local Government Information Systems Association — across multiple years, walking other Florida jurisdictions through the City of Jacksonville model.

Three arguments: why pooled cost allocated by PC count is neither transparent nor defensible; how to move charges to units a customer can actually control; and how to fund technology refresh from the model rather than from a capital fight every few years.
